Read Utah's agreements one trade at a time — that is the mistake most contractors make here. A deal that waives the electrical exam says nothing about general building, and a commercial agreement rarely covers residential work. Two corrections settled here. First, endorsement does NOT mean 'no additional courses or exams': the DOPL endorsement document itself lists 'Complete an approved 25-Hour Pre-Licensure Course' among the qualifications an applicant shall meet, and the live DOPL pages raise that to 30 hours for B100/R100/E100 general and for plumbing and electrical contractors (25 hours still applies to specialty classifications, and anyone who took the course before 1 October 2019 is not required to add the extra 5 hours). What the one year of out-of-state licensure does replace is the Utah Business and Law exam. Second, the equivalent-jurisdiction list is a map graphic, so no partner states are asserted for the general trade rather than guessing.
