Be precise about what you are actually trying to do in Florida, because the two mechanisms answer different questions. If you are staying licensed and resident elsewhere and want to see Florida clients by telehealth, Florida's PSYPACT participation is the relevant route and you never touch the Florida Board of Psychology (Department of Health, Division of Medical Quality Assurance) — you work through ASPPB and the commission instead. If you are moving to Florida, or want an unrestricted Florida license for any other reason, the compact contributes nothing at all and the endorsement steps below are your path.
Florida's only endorsement route for psychologists is MOBILE: s. 490.006, F.S. now simply directs applicants to the criteria in s. 456.0145, F.S., and Rule 64B19-11.002 adds nothing beyond those criteria plus the list of recognized ABPP specialties. Caution: the DH-MQA-5101 application form still circulating (rev. 7/2024) states 'at least three years during the four-year period', but the statute was amended (ch. 2025-114) and both the current statute text and the Board's licensing page state 2 years during the preceding 4 — the 2-year figure is authoritative. Not full reciprocity: the Board still screens practice history, discipline, NPDB status and the national exam. Florida participates in PSYPACT, and s. 490.006(2), F.S. exempts a psychologist practicing under the compact from these licensure requirements — but only within the compact's telepsychology and temporary in-person scope, so a permanent Florida license still requires this endorsement.

Is Florida a PSYPACT state?
