R.C. 4732.12 also directs the Board to issue a license under Chapter 4796, Ohio's universal licensure recognition law, to an applicant holding a license in another state; R.C. 4796.03 conditions that on at least one year of holding the out-of-state license, active practice in one of the last five years, good standing, and no surrender or revocation for negligence or misconduct, and R.C. 4796.08 preserves the Board's power to require a state law-and-rules examination and a criminal records check. Despite the word 'reciprocity' in the application's name, this is not full reciprocity: every applicant on this route must still pass the Ohio oral examination and clear a background check.
