Texas is the rare state with a genuine named reciprocity partner: 22 TAC 463.13 licenses by reciprocity only an applicant licensed in 'a jurisdiction with which Texas shares reciprocity', and the only such application the Council publishes is the Oklahoma Licensed Psychologist Reciprocity Application — hence reciprocity_partners is ['oklahoma'] and nothing else. Every other out-of-state licensed psychologist uses the standard Licensed Psychologist application, which is expressly 'for individuals that are licensed in another jurisdiction'; the transferred EPPP score is accepted, supervised-experience documentation is waived after five years of out-of-state practice, and a CPQ or ABPP certification collapses most of the file. This is endorsement, not full reciprocity — the jurisprudence exam is never waived for anyone. Is Texas a PSYPACT state?
