Be precise about what you are actually trying to do in Oklahoma, because the two mechanisms answer different questions. If you are staying licensed and resident elsewhere and want to see Oklahoma clients by telehealth, Oklahoma's PSYPACT participation is the relevant route and you never touch the Oklahoma State Board of Examiners of Psychologists (OSBEP) — you work through ASPPB and the commission instead. If you are moving to Oklahoma, or want an unrestricted Oklahoma license for any other reason, the compact contributes nothing at all and the endorsement steps below are your path.

Oklahoma's endorsement path is unusually narrow: 59 O.S. 1366(2) lets the Board license only an ABPP diplomate, a current ASPPB CPQ holder, or a psychologist licensed by a state with which the Board has a formal written reciprocity agreement. Oklahoma has exactly one such agreement — the fully-executed Agreement of Reciprocity for the Licensing of Psychologists with the Texas Behavioral Health Executive Council — and the Texas route additionally requires an APA- or CPA-accredited doctoral program. A licensed out-of-state psychologist who holds neither ABPP nor CPQ and is not licensed in Texas must apply through the standard licensure route rather than endorsement. This is endorsement, not full reciprocity. Oklahoma is a PSYPACT participating state, so an out-of-state psychologist may already practice telepsychology into Oklahoma (APIT) or temporarily in person up to 30 days per year (TAP) without an Oklahoma license — but PSYPACT never transfers a license and a permanent Oklahoma license still requires this application.
