Reciprocity is a misnomer, and GaPSC says so in its own rule: 'many individuals assume the term guarantees that they will automatically receive a professional certificate in the new state without having to satisfy any additional requirements. This is not always the case.' Georgia does not exchange an out-of-state license — it reviews credentials under the NASDTEC Interstate Agreement and issues either a Standard Professional certificate (three or more years of successful out-of-state experience) or a five-year Induction certificate (fewer than three years). An applicant missing the content-knowledge or literacy assessment is issued a ONE-year Induction or one-year Non-Renewable Professional certificate and must satisfy those assessments during that year before the certificate can be extended four more years; a missing special education course must be completed before the first renewal. Educators applying by reciprocity do not qualify for Provisional certification.
