Transfer Your Counseling License to Minnesota: Reciprocity & Endorsement (2026)

Minnesota is one of the states where the Counseling Compact is already working, which gives you a choice most states cannot offer yet. Stay put in another operational state and a Minnesota privilege covers in-person and telehealth work here. Relocate to Minnesota and the privilege no longer fits: Minnesota becomes your home state, you need its license, and from then on that license can anchor privileges into the other operational states.

Minnesota's independent clinical tier is the Licensed Professional Clinical Counselor (LPCC); the LPC is a lower, separate tier. Minn. Stat. 148B.56 (amended 2019) has two routes. Subd. 1: licensed under 5 years with a credential substantially similar to Minnesota's. Subd. 2: in good standing with at least 5 years of active practice. Under subd. 2 the Board decides from experience and qualifications whether to grant the LPC or LPCC. The 4,000-hour LPCC supervised practice is not re-counted for reciprocity applicants. reciprocity_partners is the Board's own named 'Reciprocity Licenses by State' list (updated 2024-03-15): every jurisdiction with at least one license type the Board has approved toward Minnesota LPCC licensure. It is an ELIGIBILITY list, not automatic reciprocity. For many LPC states, only holders with 5+ years qualify for the LPCC, and those under 5 years qualify only for the Minnesota LPC. Rhode Island, Vermont and West Virginia licenses were 'not reviewed' and are excluded. Minnesota has been an OPERATIONAL Counseling Compact state since 2025-09-30. An LPCC-equivalent counselor whose home state is also operational can practice in Minnesota on a privilege ($50 Minnesota fee + $30 commission fee, no jurisprudence exam) without this license.
