Transfer Your Counseling License to Iowa: Reciprocity & Endorsement (2026)

Iowa has passed the Counseling Compact into law, and its board may describe the state as having joined, but as of 2026-09-27 it was not issuing or accepting privileges. That makes Iowa a non-compact state in practice: no privilege lets you see a client located here, in person or by telehealth, and an Iowa license cannot yet anchor privileges elsewhere. Plan on an Iowa license by endorsement, and check the commission's announcements, because states have been switching on every few weeks.

Iowa licenses mental health counselors in one independent tier (LMHC). The temporary license is the supervised pre-licensure tier. The board was renamed the Board of Behavioral Health Professionals on 2024-07-01. Two out-of-state routes exist. First, licensure by endorsement under 481 IAC 880.5 (effective 2025-08-13): the board 'may receive by endorsement' anyone licensed as a mental health counselor in another jurisdiction who applies with the fee and provides license verification. It does not re-list education, exam or supervised hours, but it is discretionary ('may'), so it is recorded as endorsement, not full reciprocity. Second, licensure by verification under 481 IAC 501.1, implementing Iowa's universal recognition law, Iowa Code 272C.12. That law requires a current license with a substantially similar scope in good standing, education and experience verified by the issuing state, the exam that state required, no revocation, surrender or unresolved discipline, and fingerprints. Its residency condition applies only to licenses under Iowa Code chapters 103 and 105 (electricians, plumbers and mechanical trades), so counselors need not live in Iowa. Iowa-trained applicants need 60 semester hours (45 if started before 2012-07-01) and the NCMHCE. The DIAL application page still cites rules 481-891.2 and 891.8, which were rescinded effective 2025-08-13 and replaced by chapter 880. The 880.5 endorsement rule cross-references only 880.2(1)(a) (application and fee), while 880.2(1)(b) requires fingerprints of mental health counselor applicants. Iowa has enacted the Counseling Compact but is not yet issuing or accepting privileges (assembler-provided pending).
