Nebraska has passed the Counseling Compact into law, and its board may describe the state as having joined, but as of 2026-09-27 it was not issuing or accepting privileges. That makes Nebraska a non-compact state in practice: no privilege lets you see a client located here, in person or by telehealth, and a Nebraska license cannot yet anchor privileges elsewhere. Plan on a Nebraska license by endorsement, and check the commission's announcements, because states have been switching on every few weeks.
Nebraska licenses mental health practice rather than issuing a counselor-specific independent license. The independent tier is the LIMHP (Licensed Independent Mental Health Practitioner), which may diagnose major mental illness without consultation. The LMHP is the non-independent tier. Using the title 'professional counselor' also requires the CPC certificate on top of the LIMHP or LMHP. The Mental Health Practice Act's reciprocity section (as amended by LB257, effective 2025-09-03) allows licensure based on another jurisdiction's license if the applicant meets substantially equivalent requirements, or has at least 5 years of active practice after initial licensure and passes the Nebraska jurisprudence exam. DHHS forms also offer a 1-year-practice route under the Uniform Credentialing Act; that statute text (38-129.02) was not read. No residency requirement appears on the DHHS forms.
