Oregon has NOT enacted the OT Compact. The Board states it is not part of the compact and that you must hold an Oregon license to practice there; the 2025 bill (HB 2357) did not pass, and the Board publicly opposed it. Every OT relocating to Oregon applies for a full Oregon license through the Board's online applicant portal. Endorsement applicants don't send school transcripts. A $25, 90-day limited permit exists only for new graduates or foreign-trained applicants awaiting NBCOT results, not for endorsement applicants. Military spouses/domestic partners of service members stationed in Oregon may receive a two-year, non-renewable temporary license ($99, OAR 339-010-0045) if they have one year of practice in the last three.
