Licensure by endorsement

Oregon has not enacted the Counseling Compact, so the planning is simple, if slower. There is no compact privilege to fall back on, including for telehealth: you cannot lawfully counsel a client located in Oregon until Oregon authorizes you, which for most counselors means a license from the Oregon Board of Licensed Professional Counselors and Therapists (OBLPCT) (check the notes below for any telehealth-only registration). Start the application before you need the income.

Oregon's independent tier is the Licensed Professional Counselor (LPC); the Registered Associate is the supervised tier. ORS 675.735 lets the Board license a counselor recognized in another state whose requirements are at least equivalent to Oregon's. The reciprocity method (OAR 833-020-0051) compares the other state's standards and still checks degree, supervised experience and exam, but three or more years of active licensure is presumed to satisfy experience and can substitute for detailed coursework, so long-licensed counselors face little re-review. This is endorsement, not full reciprocity. Oregon also has a separate servicemember portability method (OAR 833-020-0202). Oregon has NOT enacted the Counseling Compact; compact_member and compact_status are assembler-provided.
