California has not enacted the Counseling Compact, so the planning is simple, if slower. There is no compact privilege to fall back on, including for telehealth: you cannot lawfully counsel a client located in California until California authorizes you, which for most counselors means a license from the California Board of Behavioral Sciences (BBS), Licensed Professional Clinical Counselor (LPCC) (check the notes below for any telehealth-only registration). California's independent counselor license is the LPCC (Licensed Professional Clinical Counselor); the APCC (Associate) is the supervised tier. Two out-of-state routes exist. Path A, 'Licensure by Credential' (BPC 4999.60, amended Stats. 2021 ch. 440), is endorsement: the Board does not re-review education or experience if the applicant has held an independent-level PCC license for at least 2 years, current, active and unrestricted immediately before application, with a qualifying master's or doctorate; the NCMHCE is waived, but California law and ethics, cultural competency, child abuse and suicide-risk coursework plus the California Law and Ethics Exam are required. Path B, 'Licensure via Education and Experience' (BPC 4999.61-4999.62), applies to anyone who does not meet all four Path A conditions and re-checks the degree (with remediation) and supervised experience; licensed time counts at 100 hours per month up to 1,200 hours toward the 3,000-hour requirement. This is endorsement, not full reciprocity. No general universal-licensure-recognition statute applies to LPCCs. California has NOT enacted the Counseling Compact (non_member, assembler-provided).
